So I dropped carbs. Under 20 a day. All high fat and high protein.

First week and a half I lost 13.

Last half week, no loss.

Is this common?
 
As others have already said, step away from the scale. You are going to experience day to day fluctuations, stalls, sudden drops, etc. It is the trend that matters, not the day to day. All you are accomplishing is to make yourself crazy, or perhaps crazier, depending on your baseline level of sanity.
Just keep with the low carb and you will succeed.
 
What @Larra said - that scale is a guideline and will mess with your head. 13 pounds is a big shock to your system and your body is likely going - "what the hell just happened" All those fat cells are regrouping - so just keep on and they will catch up.
